Jinshan District has accelerated business environment improvement, investment promotion, and enterprise services since the launch of the 8.0 version of the action plan for optimizing the business environment in 2025, boosting the development of enterprises and achieving mutual growth and prosperity between enterprises and the regional economy.
Inside the smart factory of Shanghai DR Chem, located in Carbon Bay, a technician in front of the data cockpit can monitor the latest production line data in real time by clicking the mouse, enabling intelligent management and control throughout the entire production process.
DR Chem is a high-tech enterprise specializing in adhesives for textiles and apparel. In 2023, the company made a major breakthrough through technological innovation and was in urgent need of expanding production capacity.
The Carbon Bay took the initiative to assign two service specialists to provide on-site support, resolving multiple issues related to the reconstruction and expansion of the smart factory. In 2025, DR Chem was recognized as a national-level key “Little Giant” enterprise.
"At the initial stage of the project, we clearly positioned our development around building a smart factory and constructed a comprehensive industrial control system covering all levels, realizing the integrated development of everything from basic hardware to upper-layer management software," said Meng Haicheng, the company's R&D technical manager. "During this process, whenever we encountered equipment-related challenges, the park and relevant government departments promptly provided various precise and effective support services, escorting the smooth progress of the project."
Thanks to the completion and operation of the smart factory, DR Chem's production capacity has quadrupled within two years, and its plan for an IPO on the Beijing Stock Exchange is well underway. These achievements are inseparable from the park’s thoughtful services.
Currently, the park has developed personalized "policy matching models" for about 120 enterprises, delivering tailored services based on each company's unique features.
Zhou Ziqi, business supervisor of the industrial services department at Carbon Bay, stated that the park has established a tailoring service mechanism. For example, at the funding level, the park collaborates with financial institutions to sort out policy subsidies, low-interest loans, and other channels, customizing exclusive funding packages. At the technical level, it builds bridges connecting enterprises with universities, research institutes, and solution providers, assisting them in conducting intelligent diagnostics and planning.
Jinshan District’s enterprise services are precisely addressing the needs of industrial chain development, supporting the growth of industrial clusters. The district currently has five municipal-level industrial clusters — fiber materials, synthetic biology, unmanned aerial vehicles (UAVs), optoelectronic transmission new materials, and green polymer materials. Among them, three clusters — fiber materials, UAVs, and optoelectronic transmission new materials — have been recognized as national-level characteristic industrial clusters.
Gu Liping, director of the Jinshan District Small and Medium Enterprises Service Center, said that in the process of developing characteristic industrial clusters, the district attaches great importance to resolving enterprises' most urgent and pressing difficulties.
Enterprises within these industrial clusters are prioritized for inclusion in the "service package" list for key enterprises, and a coordination mechanism for key enterprises and emerging fields has been established, accurately meeting enterprises’ development needs.
