With the opening of Legoland Shanghai, Jinshan District will roll out 20 key measures to deepen the integration of culture, tourism, commerce, sports, exhibitions, and agriculture to boost consumption, officials said at the 10th plenary session of the Jinshan District Committee of the Communist Party of China.
Jinshan will adopt the concept that "all resources can contribute to tourism," better adapting to evolving market demands. The district will optimize its cultural and tourism resources to further promote the "Picturesque Jinshan" brand. Additionally, Jinshan will focus on "ticket-based economy" strategies, linking dining, accommodation, transportation, sightseeing, shopping, and entertainment to create a cross-sector, multi-scenario consumption ecosystem.
For example, in dining, Jinshan will highlight its "Jinshan Banquet" brand to establish must-try local cuisine. In shopping, it will develop specialty tourism products, leveraging its fashion, light industry, and gourmet food sectors to introduce more factory outlets. For entertainment, the district will regularly host events such as the City Beach Music Festival, Beer Festival, and Farmers' Harvest Carnival, while adding interactive activities like esports to enhance visitor experiences.
Beyond tourism, Jinshan is strengthening its leading industries—high-end chemicals and new materials, new energy vehicles (NEVs), and low-altitude economy—while accelerating growth in biomanufacturing, electronics, and green energy. The district is also advancing AI-driven upgrades in traditional sectors like chemicals and deepening AI integration in emerging and future industries.
In June, construction began on the Lexus NEV project base in the Shanghai Bay Area High-Tech Zone, injecting new momentum into Jinshan's NEV sector.
Meanwhile, the Shanghai Bay Area Tower (Digital Industry Base) project on Tingwei Highway is progressing rapidly. The main structure will be completed by December 2024, with operations starting mid-2025. Designed as a multifunctional hub, the base will attract and incubate tech firms in digital economy and other key sectors, offering research, education, exhibition, incubation, and one-stop services—a true "comprehensive platform for the Shanghai Bay Area."
